Presenting a Model for the Decentralization Policy in Education

Abstract

Purpose: This study aimed to present a model based on the factors influencing the implementation of the decentralization policy in Iran’s education system. Methodology: This study employed a qualitative approach using deductive content analysis. The statistical population included educational management experts and education administrators from East Azerbaijan and West Azerbaijan provinces during the 2022-2023 academic year. A total of 20 experts were selected through purposive sampling and participated in semi-structured interviews. The collected data were analyzed using coding techniques, and the validity of the findings was confirmed by expert review. Findings: The results indicated that the factors influencing decentralization in Iran’s education system fall into two categories: internal and external. A total of 28 main components were identified from 858 extracted indicators. These components included policymaking, financial resources, human resources, delegation of authority, organizational structure, technology, planning, and educational content. Based on these factors, a proposed model was developed and its feasibility was examined. Conclusion: Effective decentralization in Iran’s education system requires establishing decentralized management structures, improving financial resources, and granting more autonomy to school administrators. The successful implementation of decentralization policies necessitates fundamental changes in policymaking, increased stakeholder participation, and the development of educational programs tailored to local needs.
