Design and Development of a Human Resource Management System Based on Modern E-Learning and Virtual Approaches in the Mazandaran Province Department of Education

Purpose: This study aimed to design and develop a human resource management system based on modern e-learning and virtual approaches in the Mazandaran Province Department of Education. Methodology: The research employed a mixed exploratory method (qualitative-quantitative). In the qualitative phase, semi-structured interviews were conducted with 12 experts in educational sciences and psychology, and data were analyzed using coding techniques. In the quantitative phase, a questionnaire was developed and distributed among 380 school principals, deputy principals, and teachers in Mazandaran Province. The collected data were analyzed using structural equation modeling with SPSS and AMOS software. Findings: The results indicated that the profitability of e-learning had the highest mean score, while the educational system component had the lowest. The reliability and validity of the research instruments were confirmed, and significant relationships were found between the overall e-learning approach and its components. Statistical analyses showed that all components had good model fit, and the fit indices were within acceptable ranges. Conclusion: The study concluded that implementing an e-learning approach can improve efficiency and productivity in educational organizations. Enhancing technical infrastructure and providing specialized training for managers and staff are crucial for the successful implementation of this approach. The system can reduce costs, improve the quality of education, and increase staff engagement and collaboration.
