Purpose: The present study aims to investigate the factors influencing the optimal utilization of new educational threats in the Education System of West Azerbaijan Province. Methodology: This research employed a mixed-methods design, incorporating both qualitative and quantitative approaches. In the qualitative phase, the research population consisted of education and higher education experts in West Azerbaijan Province, from whom 15 individuals were selected using purposive sampling and based on the principle of theoretical saturation. In the quantitative phase, the research population included all employees of the province’s Education Department, of whom 384 individuals were selected according to the Krejcie and Morgan table and using stratified random sampling. Research instruments included semi-structured interviews and a researcher-made questionnaire. Findings: Based on the results, the optimal model for utilizing new educational threats features components such as (a) providing both material and non-material incentives for teachers, (b) transforming cultural beliefs in society, (c) aligning textbook content with students’ needs, (d) attention to modern teaching methods, (e) improving the organizational structure of the educational system, (f) focusing on specialized and experienced human resources, (g) investing in education, and (h) strengthening technological and virtual infrastructure, including internet access. In-depth semi-structured interviews with experts indicated that lack of familiarity with scientific theories of teaching and learning as well as insufficient knowledge and use of the internet and virtual spaces are the primary priorities among new educational threats. In the final model, the variable of improving the educational system’s structure and organization was removed. Conclusion: The identified factors in this study can help education specialists and planners gain a better understanding of the current situation and plan more effectively for its improvement
